2021 BOND INFORMATION CENTER

The Huntsville ISD 2021 School Bond is a result of quality community input and careful weighing of options. The bond package derives from the work of the Long Range Master Plan committee , made up of 79 community leaders, parents, teachers, students, and local business owners representing a cross section of the district. The committee received information from the district administration and industry professionals, taking into consideration future student growth projections and the district's needs for capital projects. The committee's approved master plan was presented to the Huntsville ISD Board of Trustees on August 13, 2020. The Board approved the committee's recommendation and unanimously called for a $127,000,000 bond election at their meeting on Thursday, February 4, 2021.
On Election Day, May 1, 2021, Huntsville ISD Voters overwhelmingly supported the HISD 2021 Bond Election with passage of both Bond Propositions -- A & B -- making a major investment that will allow us to make important improvements & upgrades to benefit our students, staff & district for years to come!

2021 BOND PROGRESS & UPDATES

Construction Project Update #3 - December 16, 2022
The following is a list of items at each construction project that has been completed or in process of being finished. Work will continue over the Christmas break. Some of the work will be done inside the building.
Huntsville Elementary School:Drainage system and grading for the storm sewer drainage is complete. The area around the project needs to be landscaped.
Steel is scheduled to be delivered December 19th.
The erection of the steel for the shell of the addition will begin after the first of the calendar year.
Samuel Walker Houston Elementary School:
The steel erection has been completed.
Metal roof decking is being installed at this time.
Storm sewer work has started.
Estella Stewart Elementary School:
Steel is scheduled to be delivered December 16th. Installation of the steel should begin on December 16th too.
Metal roofing supplies are on site and will be installed after the steel is erected.
The new driveway has been completed. The area around the driveway will need to be landscaped.
Mance Park Middle School:
The front entrance to the school has been demolished. An alternative entry has been established.
All forms will be set for foundation walls by December 16th.
The form walls will be poured December 19th. (Weather permitting)
During winter break grade beams will begin to be constructed.
Huntsville High School Auditorium:
SIte work is being done and will continue for the next couple weeks.
Relocation of fire and water lines and sewer drainage began the week of December 12th. This work will be completed over the break.
During the second week of January concrete work will begin as well as electrical and plumbing for the project.
HISD Sports Project:
Demo of pressbox and bleachers has been completed. SIte work has begun for the new visitors side of the stadium.
Pouring concrete footings for a section of the retaining wall along the baseball field on December 20th.
One-third of the parking lot on MLK has been poured.
All storm sewer work is completed on the stadium side of the project.
Storm sewer work has begun on the baseball/softball side of the project.
The pad for bleachers, concession stands and press box on the home side of the football stadium will be poured the week of December 19th. (weather permitting).
Underground plumbing and electrical work on both field houses should be completed over the Christmas break.
Site work for a new practice field has been started and will be completed by mid January.
Just a reminder, dates are dependent on the weather and the ability of contractors to have materials and supplies.

Just a reminder, dates are dependent on the weather and the ability of contractors to have materials and supplies.
Huntsville Elementary School:An additional parking area has been completed except for striping of parking areas.
All foundation work has been completed.
The “slab on grade” has been poured and is curing.
Contractors are waiting for a steel delivery to begin constructing the frame for the room additions. Delivery is scheduled for November 1st.
Samuel Walker Houston Elementary School:All grading and underground plumbing is completed.
All foundation work will be completed today.
The “slab on grade” is scheduled to pour on October 19th.
Steel work will begin in early November.
Estella Stewart Elementary School:All grading and underground plumbing is completed.
Foundation work continues on the room addition area.
Pouring of the “slab on grade” should be late October.
Grading work for a new driveway is underway.
Mance Park Middle School:Excavation of the area for the new cafetorium began last week.
Piers for the foundation will be drilled starting October 17th. There will be several piers constructed.
Concrete pours for piers should begin October 19th.
Huntsville High School Auditorium:Prime Contractors will begin to mobilize on October 20th.
Machinery and equipment will be brought on location. (East side of HHS)
Security fencing will be placed around the entire construction site.
HISD Sport Project:Excavation and site work has been underway and should be completed in one week.
Parking lot on MLK is prepped and will begin to be poured by November 1st.
Foundation work on field houses will begin October 17th.
Site pad for bleachers and press box on the home site of the football stadium is done.
Underground plumbing work at all projects will begin October 17th.
We are requesting that no one enters any construction site. A construction site is any area that is fenced off by one of our contractors. All of these sites are active with large/heavy machinery and unsafe terrain. Also, in the very near future these construction sites will have cranes, large steel beams and other construction materials. The contractors have OSHA and insurance company rules and regulations that must be strictly followed. Part of those rules and regulations is that only authorized employees of the construction company can be on site. -

PROPOSED GRADE ALIGNMENT
The projects proposed by the Huntsville ISD 2021 Bonds will allow the district to realign grade levels to Pre-K through 5 at the elementary level, grades 6 through 8 at the middle school, and grades 9 through 12 at the high school.
In this proposed model, students would experience only two building transitions. Fewer transitions means fewer campuses for drop off/pickup for parents with multiple children, more time to build positive relationships on a campus before students move, and more efficient operations. The proposed grade alignment is used in a majority of successful school districts across the state. -
ESTIMATED TAX IMPACT (*NOTE: ZERO TAX INCREASE FOR VOTERS AGE 65+ WITH HOMESTEAD EXEMPTION)
If approved by voters, the Huntsville ISD 2021 Bond will increase the tax rate by a maximum of $0.0994. This equals $74.59 per year on a $100,000 taxable home value. (See Bond Cost Per Home Value document below.)
*Taxes for homeowners who are 65 years of age or older with a homestead exemption will NOT increase above their current exemption ceiling, if the proposed 2021 Bond is approved. Their school taxes are FROZEN at the amount they paid when they qualified for the Over 65 exemption. -

The HISD Board of Trustees Special Bond Election is Saturday, May 1, 2021. As soon as the polling sites close at 7 pm, we will begin sharing the results on the website. As voting returns are released from the Walker County election officials, the HISD election official will post into a live document for public viewing.

After much consideration and discussion, the Huntsville ISD Board of Trustees took the project recommendations from the Long Range Facility Plan and on Thursday, February 4, 2021, they unanimously (7-0) voted to call for a $127,000,000 Bond Election for May 1, 2021.
• PROPOSITION A – From the initial recommendation $92,000,000
• PROPOSITION B – From the approved additional athletic and fine arts projects for $35,000,000

LONG RANGE PLANNING COMMITTEE
In an effort to assess current facilities needs and plan for the future, Huntsville ISD assembled a Long Range Facility Planning Committee to review data, create and assess potential options, and make a recommendation on how to move forward to the School Board.
• 79 members - Met 7 times from February 2020 to June 2020
• Presented committee recommendation to Board of Trustees on July 16, 2020
• Board unanimously adopted the Long Range Facility Plan on August 13, 2020
• The Board approved additional items for athletics and fine arts on January 21, 2021
